I believe that the clump is matted oils, skin cells, and waxes that are surrounding an infected hair follicle. It's part of the body's defense mechanism. What you are describing reminds me of what would happen when I got a mosquito bite on my scalp as a child--I would get this clump of protective material that the body produces that would pull off after the mosquito bite healed, and everything would return to normal.
