Can you wear pants until he learns to stop and stand up or sit down sideways until he learns to stop it? Maybe placing a towel or sheet of foil across your legs can help. Putting your hand out and blocking his paws will hopefully teach him not to do it without discouraging him bringing the ball. But the towel can keep scratches down and foil will probably stop him as most dogs don't like it much.

Also, keep repeating the down and sit training until he does do it. With enough repetitions and making a game of it, dogs will learn to obey commands because it is fun, rewarding and they want to please. Just keep on training those - he'll get them in time.
