I will try my best to help:
He might hump for a little while after the he is neutered but it usually starts to go away leading to the very rare hump. Be warned though, the girls might try to hump him instead as a dominance thing!

If he is house trained he shouldn't lift his leg in the house, if he does sternly tell him no and keep on him. It should stop after he is neutered.
I'm just speaking from experience with my male, but other members might be able to give better information. As for if you should get him, that is only for you to decide. Maybe visit him and see how he is?
