Strap in and hang on for the ride. Just keep doing what you are doing. That's all the advice I can give. I've never had a dog so hard to potty train as my Mandie. I don't like to blame things on certain breeds, but I sure do see a lot of the same issues around here.
She'll do great for a long time and then have an "accidentally on purpose" out of the blue. Still, to this day..at over 1 year old...I can't trust her to be 100% house broken.
All I can tell you is keep doing what you are doing because it sounds like a good system. Do you have pads where Cookie can "go" inside? Mandie goes inside on pads and outside, too. But be patient and hang tuff. It will be a long ride. And a bumpy one. I promise lol
