I definitely think it's possible to give certain dogs kibble that is too small...I know Toki had trouble eating Halo for small/toy breeds which is very small and super flat because she literally inhales her food if I don't give her larger kibbles to slow her down...she would get these tiny ones caught in her throat and have to cough them out so that food was a no-go.
