We were married in Hawaii in 1995, before a lot of information could be found on the internet. I looked in the ads in the back of Bride's magazine, there were many wedding planners there, contacted some wedding planners, and went from there.
They all had packages, ranging from the bare minimum (minister and help with getting the license) to very extravagant (all the bells and whistles, everything you can imagine including performers and the attendance of "The Big Kahuna"). They also had a choice of venues, some free, others for a fee.
Find a planner, they'll know all the ins and outs and all the prettiest locations.

FYI, I don't know if the laws have changed, but in order to get the license in Hawaii I had to show proof that I had been tested for Rubella antibodies. There was a form that my doctor had to sign. They did not require you to get the vaccine if you had no antibodies, just counseling so that you would be aware of the risks should you get rubella while pregnant.
