Sounds like dog abuse. I would report her to Animal Control. Those facilities need a good investigation and she needs some education by the authorities. It sounds as if she has way more dogs than she can adequately even begin to care for properly. Dogs should never have to live cramped up in cages or in a filth-filled home! They deserve to live free, a good and fun dog's life of fetching balls and sticks and running in the yard chasing squirrels and cats, napping evenings by the fire with mommie or daddy and tucked up for the night with love, getting several daily walks and presents for birthdays and Christmas - just like the family member a dog should be. Horrible picture in my mind about how you described that house and those dogs' quarters. Reading about dogs having to live their lives cramped up in cages like zoo animals or something goes against every fiber of my being. Why does she have so many?
