I've heard of this before. I've seen it happen sometimes the owner is dragging the poor dog. I'd try using a treat. Every few steps give him a treat and praise him. He might be smelling other dogs, and I will always remember the fact that dogs can smell the pee from other dogs, and know pretty much all about them. He might be scared of leaving his territory, I dunno. Food always wins though.
