Max was reluctant to walk at first. Keep your feet pointing forward. Say, "Let's go!" in a positive voice and try to take a step. If she doesn't move, wait quietly with your feet still pointing forward. Do not turn to her. Wait a minute before trying again. Be happy and confident, and never show frustration or anxiety.
You may also want to try treats or toys to lure her into moving forward. If you have another human to help, have that person lead the way with the treat or toy lures.
Once you can get her moving, establish a walking route. Max liked doing a big loop around our neighborhood. I could tell he felt a sense of accomplishment completing the loop. Then you can add additional walks to your regular route.
