You know...when skin babies are around 18 months - 2 years, they can develop separation anxiety and just aren't happy unless clinging to mommy. I think this can happen to dogs too. 11 months, that may be what you are seeing right now.
I think you have two choices, move him to your bedroom at night, maybe just his crate and a potty pad, or try to wait it out. TBH I think trying to wait it out will just create a neurotic puppy with poor social skills, especially if he can't be left along at all (and this could happen). Just my 2 cents.
