The first thing I would do is to wash him off again. Just water..nothing else. Rinse him really well. It is possible it is dried up soap that wasn't rinsed off completely.

If it still does it, it could very well be allergies. I'd definitely let the vet look and see what it is (if the rinsing again doesn't help)
