Because it was grade 1 & she had had it for many years without it growing. He said for years they did trials & thought the outcomes would be different, but these tumors responded to treatment by injections & didn't spread. His name is Dennis Macy from the Colo. State University Vet School & I'll have to Google him & his articles.
