Default HELP: Dental advice question

A year ago I adopted a yorkie terrier from an older couple. She is now 4 years old and has horrible teeth. I have taken her in two times for cleanings and the first time they had to pull out around 6 teeth. The second time she went for her cleaning, back in May they suggested to pull a few more, but we could not afford it at that time (it had cost us around $800 the first time).

She hates having her teeth brushed, I try to brush once a week and since we have had her she only eats dry hard food. I also use a tartar foam about 2 times a week. I recently noticed that one of her top front teeth are wiggly. What can/ should I do? How do I know when she is in pain?
