I would think that "level tablespoons" would be almost no food at all -- whereas "heaping tablespoons" could be two or three times the same amount of food.
Things like this are really very general rules. The amount of food that a dog eats depends on many other factors - such as their activity level, their age, their health, etc.
I have always fed my dogs the amount of food they eat reasonably quickly at one sitting. If they walk away leaving some of the food, they have probably been given a too much.
If your dog isn't over or underweight - I don't see any problem anyway.
