I have five Yorkies. Three of mine are active therapy dogs and are very well behaved. They ride quietly and passively in a purse carrier. So yes they can go almost every where . Rubin and Gracie go for stroller rides in stores and places. If you see me, 95% of the time I have a Yorkie with me. They take turns so everyone gets an outing each week.
