I don't know about the registration side of it, but someone here will. Wow, 13 seems like a super risky age for a little Momma to be breeding. Was it an accident or ? That's a fragile age, for any dog. Kinda scary, don't you think

? I'd be very nervous about buying from this person, to be honest. I'd want to know why this senior dog was bred. Is your friend's heart totally set on this puppy?
