Just keep doing it. Like you said, they'll eventually learn it's part of the routine. Kaji, my baby boy, hates baths. He's given up all hope that baths will go away, so he has actually started to walk right under the spout to rinse off without being asked. Sometimes it's helpful, sometimes it's annoying. I'll have just started to put shampoo on him, and he'll walk right over to rinse off.
Hahaha!
You could also try making it fun with toys or treats. Some doggies just hate bath time.
