Where was the parent(s)? If he was special needs, I would think the parents would watch him more carefully... Anyway, after reading your post, I'm sort of glad Zoey prefers being carried in the doggy backpack. I don't usually take them out to public places other than my work and petsmart but when I do, I tend to keep my eyes on Magnus.
I've been fortunate so far not to meet anyone rude. I (more Zoey) seem to get quite the attention since I carry her in the doggy backpack. People usually ask why she doesn't walk along with Magnus. Generally, everyone thinks it's really cute.
