What we have all been saying over and over is that those breeders who advertise "Teacups," "Tinies," "Micro-Minis," etc are breeding down for size and not checking for health and THOSE pups are more likely to be unhealthy. Just as BYBs and Puppy Millers aren't breeding for health and breed standard THOSE pups (no matter their size) are more likely to be unhealthy. More likely, not guaranteed. Yorkies come in a variety of sizes now and any of them can be completely healthy or sick as can be. People tend to have an idea of what size dog they want- not always big, not always small and that goes for any breed.
