I don't worry too much about my guys, since they are pretty big (8-13 lbs) but my neighbor has a quite small Yorkie Female, that I worry about more than they do. What really ticks me off is... I'm amazed too that they still have her if that tree is in the little yorkies yard! I'd talk to them if you have a chance to. Maybe if they know there's a hawk nesting they'll be more attentive to their little one and not leave her out alone.
My neighbor is elderly, and very talkative about her pets and mine. She'll love the umbrella idea.
