How could anyone complain about adorable Mimi and Momo? You were picking up after your pupster, and you keep your dogs on the "parking" (that is what we called it in Chicago). She shouldn't complain.
I know that some people worry that another dog will come along and want to mark the spot and create a burn spot, but where do they expect dogs to go? Life is too short. Sorry this happened to you.
