I think a major factor contributing to the skinniness is that they are unneutered/unspayed. Breeders here have talked about how it is a challenge to keep weight on their boys when a bitch is in heat.
I remember walking up to my boys' breeders' home and being shocked when we met their sire. He seemed really thin to me because I was accustomed to pet Yorkies who had probably had a few too many treats.
