I would tend to agree with you about rules about using words except perhaps this most vile one that represents such a painful degradation, subjugation and slavery of a whole people completely against their will for centuries by another race. If those proud people want to take that word and own it for themselves in some way as a coping mechanism, I'm not the one to make that call of whether they get to have rules or not.
