Animal Smiley 049 Iron fencing and small yorkies.

I'm new on here and needig some advice. I have an existing rod iron fence that my two yorkies and one Maltese can fit through. They are all about the same age...1 1/2 yrs. a little background...after getting my yorkies. My mom got very sick and was in and out (mostly in) of the hospital. I had barely even had them a few months and I inherited my mom's Maltese. None of them were potty trained. I found myself on the road with my mom and kept the dogs in a small inside gate bc lots of times I wasn't sure how long I would be gone. My kids and husband tried, but as a result, I now have three dogs that aren't potty trained and I cannot let them outside because of the escaping through the fence. I let them out into the garage because the Maltese has run to the highway neArby and Almost hit. My mom passed away and I am just getting things sorted and trying to train these dogs! Is it too late to kennel them during the day? I am a teacher and with the summer break I will be able to let them out more frequently. NOW THE QUESTION THAT SPARKED THIS THREAD! Is there anyone who has an idea, OTHER THAN A SHOCK COLLAR OR SHOCK PERIMETER FENCE, that I could do to my e siting fence to keep them Inside the fence. They simply slip right through. I have doggies bumper collars, but at night, I don't want to have to get them out and put them on to let them outside. I want them to be ale to run freely and play while we are outside also. I just need an idea on something I can do to our fence to help contain them! Thank you for your patience and info!
