Great advise and explanation !

Your little guy just needs his mommy and some added time reinforcing his good potty habits. Its not to late to get him properly potty trained. Take both pups at the same time giving equal time to each of their needs, giving tons of encouragement will get them to go outdoors and praising them when the job is done. Try treats when they do well after a tinkle or poo in the designated area. Simply said you can not expect one pup to be aloud to go potty in the house pads or not and not the other.
