If they are kind of upright, and the hair is not shaved, then yes, the hair can cause them to flop over. My last foster Dakota has really thick hair. When her hair grows out, the weight makes her ears flop over. But when she's all groomed, they stand up. If they are really floppy, then theres nothing you can do to get them to stand now. but that alone does NOT mean she's not full yorkie.
