That's kind of part of the problem though! If you have over a certain number of dogs (here in my county it's 3) you have to pay a kennel fee for a license, even if you are not breeding. However, once you pay that small fee, there isn't a cap to how many you can have! I'm sure bybs pay the fee and then give the least amount of legal care and no one can do anything about it. A lot of new proposed laws will harm the reputable breeders who follow rules, and not really harm those who don't follow the rules in the first place.
