I would use the soaked, softened dog food and use my finger to place some of it in the corner pocket of her mouth and let her work on it slowly until over time she begins to learn ways to handle her tongue without all those teeth to hold it in place. In time, she will slowly learn to control it given patience and soft food. She'll have to learn all over again how to eat. I've heard it said that toothless dogs learn to eat fine.
