It's odd that the vet didn't recommend a fourth set of puppy shots (which you would get 4 weeks after the third set). You may want to get a second opinion from another vet on that. As for the rabies shot, you should probably wait until the last minute and get it at the time it is legally required (unless you have reason to suspect that Charli will be exposed to rabies). It looks like the rabies vaccination is required at 3 months in Alabama :

Section 3-7A-2

I don't know whether there is any exemption for the size or health of the animal. Again, ask your vet and/or get a second opinion.
