Do you keep up him obedience training, learning and working? Most high-energy terrier types need this kind of lifestyle and challenge in their lives. Older, more settled or submissive, calm dogs not so much. A dog who is happy, healthy and fulfilled will usually go along with walking as a fun activity and enjoys it. I would return to regular training on a daily basis and teaching him new things to learn each week and see if he won't get back with your walking program. Really cheerlead and urge him to walk, using treats and squeaky toys to urge him forward and again, pick up your speed. Get him going on NILIF. If that doesn't do it, probably a vet check is in order to be sure he's not ill or in pain.
