Yes he is big for 17 wks at 9lbs. but some purebred Yorkies grow way outside the weight range.
If you are concerned for his purebred status do a Mars Wisdom Panel test.
He is a tad dark at this age and more-over conforming to a more general brownish coat color. But Yorkies show an amazing color change over the months.
But to that one pic, his face, ears etc, really do remind me of Yorkies.
