OK, Any gift exchange I've ever been in has had a limit that people were to stick as close as possible to. That prevented issues later, and everyone felt good about participating. When you leave the amount to spend open, anything can happen. What seems like a reasonable amount to spend to ME would seem like either a high amount or a low amount to others. I think it would be best to know what amount people should shoot for when they join the GE too. Less headaches later for everyone.
