She sounds like a little spitfire

. Try not to worry too much, she is probably teething right now and so everything is about their mouth. Also, dogs learn socialization skills at this age, and also with their mouth. Just be patient and keep re-directing her to a toy rather than to your hands. She will learn, but it will take time...these puppies have so much energy and learning to do, so it does wear you out a little

As for the pads, what about trying washable pee pads? At first, you could anchor them w/ something heavy like bricks or cinder blocks so that she un-learns the behavior. Then, you later take away the weights and then she'll hopefully still leave the pad alone. If you're going to use pads long term (like many of us here do), you may want some washables anyway.
