The gift exchange is optional. No one has to sign up. if you dont want to spend the money, dont sign up. Those who don't have the money this time, often sit out. Those with multiple dogs rotate dogs. I agree with this. I always say you never can tell how much people spend. Between my coupons and sale combinations, I could easily spend $15 on $70 worth of stuff.
But I know if the cap was set at $80, I would go over every time...
IMO, this would only be a temporary fix.
