My last dog (lab mutt) got kennel cough after being boarded (at the vet, no less...huh...) but he wasn't vaccinated. I will always get bordetella vaccine because Homer-dog was so pitiful until he was over it and I cannot swear that there won't ever be an emergency situation where I have to board Huey (and the vet is the closest and most trustworthy) or when I have to take him into a situation where another dog might be infected, such as the groomer, who also boards but has never asked me for proof of vaccination. I just got my notice from the vet that annual exam & shots are due, so we will be getting all that done in a few days.
