How far are you walking him before he just sits down and refuses to move? Usually that is an indication of an ultra tired dog or a very weakened one or one who is uncomfortable walking for some reason. If he's not tired or ill, it could be he's just not having a lot of fun on his walk for some reason or is just trying to become the leader in your relationship.

A whiny, clingy dog can be from many causes. Lack of sufficient attention, lack of a rich and interesting, challenging life can do it as can a dog that doesn't feel well or is feeling insecure for some reason. A nervous dog can just hear neighborhood noises from outside and practically want to climb into your shirt out of a lack of security and feeling unsure.

You might start your dog on the Nothing In Life Is Free program and get him working for everything he gets and he'll actually enjoy getting even simple things. They love to work for their food, toys, walks, etc. Also, basic obedience training will teach him to respect you as an authority figure and teach him to respond to your commands. And he'll love the activities involved in working and learning the commands and how to do them well and all the praise he gets. It will give him a sense of achievement, see the pride you have in him in your eyes and help him on the walks also.

I'd make the walks faster and shorter for a while and increase his number of walks per day for a just a week or so. Get him really moving and see if that won't perk his interest up in walking and use your best cheerleader ways to boost him on as he's walking along.. If he walks really fast alongside you for a while, stop and reward him with a good treat and go home for that session and see if in time that will make any difference.
