I vote for you trying out making one!
My Dollar Tree store almost always has little girls tutu's in the toy aisle (just the skirt part). I'll bet you & your grandma could make a really wonderful one for Callie by just adding a couple layers of tulle to one. Most craft stores sell tulle, some even have shiny tulle on a roll that's about 8" wide. You'll have fun, I promise.
