Laws aren't enforced, or they aren't strong enough. I think I read about BYB's and puppymills on the ASPCA site that even if the places are reported, they move to another place and start over. Laws need to be changed to limit how many dogs can live on a property, and then that law needs enforced. I was looking at who in my state government would be a person to contact about a law change when I decided to take a break and look at YT for a bit and saw this thread.

That tool is a giant step in the right direction! The general public may know that puppymills are bad, but they don't really know what the conditions are like for the poor souls living in them. I hope this tool gets more people to stand against puppymills. I think it will. Thanks for linking it!
