THey may re-act but as they can't fruitfully mate, it should not be a big problem.
Now re-action from neutered males might be a bit more interest, kind of like sniffing around her, but usually no aggressive re-action on the male part; how-ever the female can get a tad bit grumpy.
THe biggest concern is as you know keeping her safe from all other dogs.
Admittedly I am anal retentive, so I never walk any female what-ever day she is in heat. They stay close to home, supervised in the backyard until after heat has finished 25 days at least from first onset.
My male Yorkie who is not de-sexed foretold heat up to one month ahead of Zoey's actual heat start. Don't know if that would be the same for de-sexed males or not.
