It could be an allergy of some sort (grass, mold, anything this time of year). It could also be a hot spot - which leads to raw, open wounds and will need relief from the pain (they are super painful) and will need anitbiotics.

Please contact your vet. If your baby is doing this, he is obviously in some major discomfort or pain. Self mutilation like this (and trust me - I know..my boy just went thru it) means they are hurting/suffering. Again, contact your vet, please.
