This isn't a question with a "right" answer and it's not a black and white issue. Each breeder is an individual person that has their own ways of doing things, and a good breeder will only have as many dogs and litters as they can handle properly. You're going to have breeders that have a very small number of dogs and maybe one litter a year ranging to breeders that have a larger breeding program and hire people to help clean, groom, and socialize dogs/puppies. I think the better question is WHY is the breeder choosing to have each litter they have and are they being properly cared for and socialized? I do think a pet-owner has a right to have their opinion about the type of breeder they want to buy from...smaller vs. larger breeding program, etc but I do not think there is a "right vs. wrong" answer to number of dogs/litters without knowing more information about the breeder and their program.
