I agree a vet dermatologist would be your best bet. I also think a olive oil, coconut oil or emu oil shampoo would really help. Also just putting some coconut oil on her sore spots would really help.
How much time does she spend outside? How old is Minnie now and how long has she had the skin problems? I sure hope you can find something to help her.
