I'm so sorry that those neighbors would treat their poor dog this way. Life at the end of a chain is not much of a life for any animal and not permitted by many cities/municipalities or even the morals of many people. It simply is abusive to chain a poor animal like. I'll bet AC does make them DC that chain!
