The white is waterproofing that just needs painted over. Oh and believe me I know how to bargain shop for paint for sure. We bought paint for our entire home when we first got it for less than $60 for 7 rooms, 2 hallways and the staircase. If they didn't have it out I ask to see the stock they had on hand in the back room.
