The poor Rotti... that just breaks my heart. They only want to love us...
As for the pitties... that type of treatment is what could make them mean. I agree with kjc --there is more to the story. If they are fighting dogs I would guess the owners are not --well-- people I would want as friends or mad at me. Be careful..report but in a way they can't trace to you.
We have the "cat" problem here also.. not as bad.. but there are groups that will alter the cats for free so they don't breed. A long time ago there were wild cats in my yard and I fed them because I thought I was doing the right thing. I know that it is better to catch and alter.
