Most places have laws about keeping animals chained, I believe. I think they have to be penned, not tied, but I am thinking this due to watching Animal Cops a lot on animal planet. I would be concerned, too. I realize that a pit bull is not inherently mean, that they are as good as the people raising them intend for them to be, but 5???? That just sounds hinky...
