I live in a house but have an unfenced yard. Also we have a lot of hawks in the area, so Lucy is never outside without me and a lead.

We walk her 3 or 4 times per day. Small dogs can get plenty of exercise indoors. My kids and I constantly play "catch me" or "catch Lucy if you can" in our family room. She runs around, up on and off the couch, around chairs and tables, through the exercise equipment, etc. Trust me, we get her worn out.

Lucy just had her well-visit and is in tip top shape! With a yorkie, you can basically play/exercise almost anywhere! That's one of the things that's great about this small breed.

Don't fear the dog park! Some have "small dog only" sections. Also, you'll be surprised at your little terrier scampering about with the bigger dogs. They think their Rottweilers!!! Toughies all the way.
