I would say anytime after 6 months is ok. Not many dogs die under anesthesia its a lot less then people think. My vets office is about 5 years old although she was a vet at another vet hospital for a long time but in the 5 years she has had her own practice she has only lost one dog. Be sure that you get the before surgery blood work though. If your vet is uncomfortable with small dogs you may need to look for another vet who specializes in smaller breeds.
