Ah, so Joey is getting home cooked food too? If he is eating some of your other dogs' food, maybe he is getting enough. Are you feeding them all the same thing? Keep in mind that a Yorkie's nutritional requirements may be different from your other breeds. I would avoid giving Joey sardines if they are packed in oil, since a high fat content meal could provoke pancreatitis. Leaner fish like salmon (meat only, with fatty skin removed) should be okay.
