Joel probably has a high prey drive and just can't help himself. Dogs often mimic the hunt/kill behavior of the pack in their play and play-fighting and it's only a problem when it drifts over into an ugly incident. Dogs that regularly do this will all but submissive dogs can create problems but as long as Roscoe is cool with it and sees it as puppy-like behavior or a non-challenge, enjoy it. It's so cute to watch a dog stalking. Tibbe tries to stalk the squirrels outside and it never lasts for long before they see him and vanish. But he's so darn cute going all stark still and vigilant, alerted and in hunt mode, neck arched, head slightly down and forward and body focused in. Just knows he's going to get that squirrel. Never does.
